Abstract (Abstrak)

Background. The use of financial and social media-based applications requires a mobile phone number or SIM Card Number as the main prerequisite in operating the program. Mobile phone numbers are useful for synchronizing customers' personal data. Aims. This research aims to review the ministerial regulation on the reuse of SIM Card numbers based on Personal Data Protection. Method. This research is normative research conducted by examining various formal legal rules such as laws, regulations, international conventions, and literature containing theoretical concepts that are then linked to the issues to be discussed in this study. Results. The results of this study indicate that: (1) The Regulation of the Minister of Communication and Information Technology on Fundamental Technical Plan National Telecommunication does not regulate the mechanism of reuse of Customer Numbers, while data retention regulated under the Telecommunications Law only requires telecommunications service providers to delete after three months so that data deletion does not necessarily remove customer attachment to the application that has been used; (2) The legal consequences are very diverse, both material and immaterial. New users can potentially access applications linked to old users. Conclusion. The current use of financial technology and its link to customer numbers, it is potentially easier to break into mobile banking accounts.
