This research aims to analyze the appointment of Temporary Land Deed Officials (PPATS) as well as the consideration of the National Land Agency (BPN) regarding the appointment of Temporary Land Deed Officials (PPATS) in Makassar City. This research is empirical research. Determination of population and samples by purposive sampling with sampling techniques (non-random) then collecting data by interview method at the regional office of the national land agency (BPN) of South Sulawesi, the chairman of the Makassar land deed maker officials association (IPPAT), and the sub-district head in Makassar City to be considered in this study, then the data obtained is analyzed qualitatively descriptive. The results of this study indicate that (1) the appointment of the Camat by the National Land Agency (BPN) as a Temporary PPAT in Makassar City is based on the provisions of the Implementation of Government Regulation Number 37 of 1998 Article 7 paragraph (1) letters a to e. The appointment of the Sub-District Head by the National Land Agency (BPN) as a Temporary PPAT in Makassar City based on the Provisions of the Implementation of Government Regulation Number 37 of 1998 Article 7 paragraph (1) letters a to e concerning the Regulation of Land Deed Officials (PPAT) The appointment of the sub-district head in Makassar City as a Temporary PPAT is that the need for a Land Deed Official (PPAT) in Makassar City has enough PPATs, based on the PPAT Exam Registration in 2022, which is no longer open to PPAT / Notary. However, the appointment of Temporary PPAT is still carried out. This shows that there is a mismatch between the needs of PPAT and the policies applied. (2) The consideration of the National Land Agency (BPN) in terms of Appointing Camat as Temporary PPAT in Makassar City is based on 2 (two) factors, namely regional factors and land certification factors. The sub-district head is considered to better understand the area and provide easy access for the community in terms of land. However, although the sub-district head is considered to better understand the characteristics of the region, this reason does not have a strong legal basis. The statement that Temporary PPAT is still needed in Makassar City is not supported by adequate arguments, especially considering that the duties and obligations of the sub-district head as a Temporary PPAT are the same as those of a PPAT/Notary in terms of land registration and providing land-related consultations. Penelitian ini bertujuan untuk menganalisis pengangkatan Pejabat Pembuat Akta Tanah Sementara (PPATS) serta pertimbangan Badan Pertanahan Nasional (BPN) terkait pengangkatan Pejabat Pembuat Akta Tanah Sementara (PPATS) di Kota Makassar. Penelitian ini merupakan penelitian empiris. Penentuan populasi dan sampel dengan cara purposive sampling dengan teknik pengambilan sampel (non random) kemudian mengumpulkan data dengan metode wawancara pada kantor wilayah badan pertanahan nasional (BPN) Sulawesi Selatan, ketua ikatan pejabat pembuat akta tanah (IPPAT) Makassar, dan camat yang ada di Kota Makassar yang menjadi pertimbangan dalam penelitian ini, selanjutnya data yang diperoleh dianalisis secara deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa (1) penunjukan Camat oleh Badan Pertanahan Nasional (BPN) sebagai PPAT Sementara di Kota Makassar didasarkan pada ketentuan Pelaksanaan Peraturan Pemerintah Nomor 37 Tahun 1998 Pasal 7 ayat (1) huruf a sampai dengan huruf e. Penunjukan Camat oleh Badan Pertanahan Nasional (BPN) sebagai PPAT Sementara di Kota Makassar berdasarkan Ketentuan Pelaksanaan Peraturan Pemerintah Nomor 37 Tahun 1998 Pasal 7 ayat (1) huruf a sampai dengan huruf e tentang Peraturan Pejabat Pembuat Akta Tanah (PPAT) Penunjukan Camat di Kota Makassar sebagai PPAT Sementara adalah kebutuhan akan Pejabat Pembuat Akta Tanah (PPAT) di Kota Makassar sudah mencukupi, berdasarkan Pendaftaran Ujian PPAT pada tahun 2022 yang sudah tidak dibuka lagi untuk PPAT/Notaris. Namun, pengangkatan PPAT Sementara masih tetap dilakukan. Hal ini menunjukkan adanya ketidaksesuaian antara kebutuhan PPAT dengan kebijakan yang diterapkan. (2) Pertimbangan Badan Pertanahan Nasional (BPN) dalam hal Pengangkatan Camat sebagai PPAT Sementara di Kota Makassar didasarkan pada 2 (dua) faktor, yaitu faktor kewilayahan dan faktor sertifikasi tanah. Camat dianggap lebih memahami wilayah dan memberikan kemudahan akses bagi masyarakat dalam hal pertanahan. Namun, meskipun camat dianggap lebih memahami karakteristik wilayah, alasan ini tidak memiliki dasar hukum yang kuat. Pernyataan bahwa PPAT Sementara masih diperlukan di Kota Makassar tidak didukung oleh argumentasi yang memadai, terutama mengingat tugas dan kewajiban camat sebagai PPAT Sementara sama dengan PPAT/Notaris dalam hal pendaftaran tanah dan memberikan konsultasi terkait pertanahan.
