Abstract (Abstrak)
Penelitian tentang relasi antara partisipasi dengan kinerja pegawai dan hubungan antara kejelasan sasaran anggaran dengan kinerja pegawai telah banyak dilakukan, namun masih terdapat ketidakkonsistenan dalam hasil penelitian. Tujuan penelitian ini bertujuan mengetes ulang relasi atau dampak variabel partisipasi, dan kejelasan sasaran anggaran sebagai variabel bebas terhadap variable kinerja aparat sebagai variabel terikat dengan komitmen dan budaya organisasi sebagai variabel moderasi pada Pemerintah Kota Tangerang. Hipotesis yang dibangun dalam penelitian ini diuji dengan Partial Least Square Structure Equation Model (PLS-SEM). Hasil uji memperlihatkan bahwa hanya partisipasi anggaran berdampak signifikan dan positif terhadap kinerja aparat Pemerintah Kota Tangerang dan hanya varibel moderasi budaya organisasi memiliki pengaruh positif atau memperkuat pengaruh kejelasan sasaran anggaran terhadap kinerja aparat di Pemerintah Kota Tangerang, sebaliknya variable moderasi komitmen organisasi memperlemah pengaruh kejelasan sasaran anggaran terhadap kinerja aparat di Pemerintah Kota Tangerang. Adapun variabel kejelasan sasaran anggaran tidak memiliiki pengaruh yang signifikan terhadap kinerja pegawai, serta variabel moderasi komitmen organisasi dan budaya organisasi tidak memiliki pengaruh yang signifikan terhadap partisipasi anggaran.
The relationship between participation and employee performance and the relationship between clarity of budget targets and employee performance has been subject to researches, but there are still inconsistencies in the results of the research conducted. The purpose of this research aims to re-examine the relationship or effect of participation variables, and clarity of budget targets as independent variables on apparatus performance variables as dependent variables with commitment and organizational culture as moderating variables in the Tangerang City Government. The hypothesis built in this research was tested using the Partial Least Square Structure Equation Model (PLS-SEM). The test results show that only budget participation has a significant and positive influence on the performance of Tangerang City Government officials and only the organizational culture as moderating variable has a positive effect or strengthens the effect of clarity of budget targets on the performance of Tangerang City Government officials, whereas the organizational commitment moderation variable weakens the effect clarity of budget targets for the performance of officers in the Tangerang City Government. The variable budget target clarity does not have a significant effect on employee performance, and the moderating variables organizational commitment and organizational culture do not have a significant effect on budget participation.
