Abstract (Abstrak)

ASKARY, Collaborative Innovation Pada Birokrasi Publik di Kabupaten Mamuju Tengah, Studi Kasus: Program MEMBARA (dibimbing oleh Alwi, Gita Susanti, Syahribulan).

Penelitian ini bertujuan untuk mendeskripsikan inovasi publik di Kabupaten Mamuju Tengah serta menganalisis Collaborative Innovation dalam social exchange pada program Membara. Penelitian ini menggunakan pendekatan kualitatif. Teknik pengumpulan data wawancara mendalam, dokumentasi dan observasi. Data dianalisis dengan teknik reduksi data, penyajian data, pengambilan kesimpulan dan verifikasi.
Hasil penelitian menunjukkan program Membara adalah merupakan program Collaborative Innovation dimana dalam pelaksanaanya telah melibatkan multi aktor. Akselerator yang terjalin antara masing masing aktor tinggi, sedangkan fasilitator menunjukkan bahwa Kerjasama dalam program MEMBARA belum sepenuhnya melibatkan aktor dengan bentuk perjanjian kerja. Program Membara sebagai program Collaboratif Innovation belum efektif. Hal ini ditandai dengan mekanisme keterlibatan aktor lain selain pemerintah masih bersifat pasif. Hal ini karena dalam program Membara, aktor lain selain pemerintah tidak terlibat dalam proses perencanaan tapi hanya terlibat dalam proses pengimpelemntasian,sehingga elemen dalam social exchange tidak semuanya di pertukarkan.

ASKARY, Collaborative Innovation in Public Bureaucracy in central Mamuju Regency, Case Study : Membara Program (Suvervised by Alwi, Gita Susanti and Syahribulan)

This study aims to describe public innovation in central Mamuju Tengah Regency and analyze Colaborative Innovation in Social Exchange in the Membara program.
This Study used a qualitative approach. Data collection techniques werw in-depth interviews, documentation and observation. The date werw analyzed by data reduction techniques, data presentation, conclusion drawing and verification.

The result of this study show that the Membara program is a Collaborative Innovation program which in its implementation it has involved multiple actors. The accelerator that exists between each actor is high, while the facilitator shows that the cooperation in the Membara program has not fully involved actors in the form of work agreement. The Membara Program as a Collaborative Innovation program has not been effective. This is indicate by the mechanism of involvement of other actors besides the government which is still passive. This is because in Membara program, other actors besides the government are not involved in the planning process but are only involved in the implementation process, so that not all elements in exchange are exchanged.
