DAYA SAING ENTITAS PERTANIAN DAN KESEJAHTERAAN PETANI (Studi Kasus Sulawesi Selatan)

Penelitian bertujuan menyusun indeks daya saing pertanian pada level provinsi sebagai komposit dari kabupaten/kota dengan fokus pada pilar kualitas manusia, infrastruktur, penunjang pertanian, teknologi, pasar dan modal sebagai suatu entitas dan hubungannya dengan tingkat kesejahteraan petani.
Penelitian dilaksanakan di Sulawesi Selatan dengan unit pengumpulan data sekunder di 21 kabupaten, tidak termasuk 3 Kota Makassar, Pare-Pare dan Palopo selama 5 tahun (2014-2018). Indeks daya saing entitas pertanian dan kesejahteraan petani dihitung dengan menggunakan rumus metode maksimum-minimum. Model struktural diukur dan dianalisis dengan menggunakan Structural Equation Model Partial Least Square (SEM PLS) dengan software WarpPLS 3.0.
Hasil penelitian menunjukkan daya saing entitas pertanian Sulawesi Selatan selama lima tahun (2014-2018) berada pada tingkat sedang. Tiga daerah dengan tingkat daya saing tinggi selama lima tahun adalah Sidrap, Wajo dan Pinrang. Kesejahteraan petani Sulawesi Selatan juga berada pada tingkat sedang. Tiga daerah dengan tingkat kesejahteraan petani tinggi selama lima tahun di Sulawesi Selatan yakni Sidrap, Luwu Timur dan Pinrang. Daya saing entitas pertanian memberikan pengaruh positif dan signifikan sebesar 0,701 terhadap kesejahteraan petani. Diantara 6 pilar pembentuk daya saing entitas pertanian, lima pilar berpengaruh positif secara langsung terhadap daya saing entitas pertanian dan berpengaruh positif dan signifikan secara tidak langsung terhadap kesejahteraan petani yakni teknologi, modal, pasar, kelembagaan penunjang pertanian dan infrastruktur.

The research aims to compiling an agricultural competitiveness index in the province level as a composite of regencies/cities with the focus on the pillars of human quality, infrastructures, agricultural support, technology, market and capital as an entity and its relationship with farmer’s welfare level.
The research was conducted in South Sulawesi with secondary data collection units in 21 regencies excluded 3 cities: Makassar, Pare-Pare and Palopo for 5 years (2014-2018). The indexes of agricultural entity competitiveness and farmers’ welfare were measured using maximum and minimum method formula. The structural model was measured and analyzed using the Structural Equation Model Partial Least Square (SEM PLS) with the software WarpPLS 3.0
The research results indicates that the agricultural entity competitiveness in South Sulawesi for 5 years (2014-2018) was on a moderate level. Three regencies with the high competitiveness level for five years were Sidrap, Wajo and Pinrang. The farmers’ welfare in South Sulawesi was also in the moderate level. Three regencies with the high farmers’levels of welfare for five years were Sidrap, East Luwu and Pinrang. The agricultural entity competitiveness gives the positive and significant effect of 0.701 on the farmer’welfare. Among 6 pillars forming the agricultural entity competitiveness, five pillars have the directly positive influence on the agricultural entity competitiveness and have the indirectly positive and significant effect on the farmers’ welfare namely technology, capital, market, agricultural supporting institutions and infrastructures.
