Abstract (Abstrak)

Muhaimin Indra Mansur. Implementation Strategy Of Building Approval (Pbg) For Strengthening Urban Resilience To Disaster Risks In Mamuju Regency. (Supervised by. Herman Parung and Miswar Tumpu). This study aims to analyze the implementation strategy of the Building Approval (Persetujuan Bangunan Gedung/PBG) in strengthening urban resilience to disaster risks in Mamuju Regency. PBG is a newly introduced regulatory instrument replacing the Building Permit (IMB), emphasizing technical standards, legal compliance, and structural resilience. The research applies a mixed-methods approach, combining quantitative surveys, in-depth interviews, focus group discussions (FGDs), and SWOT analysis. The findings reveal that the main challenges in PBG implementation include low public awareness, limited certified technical personnel, complex procedures, and weak intersectoral coordination. However, significant strengths lie in the readiness of construction actors, digital system support (SIMBG), and national policy frameworks. Collaborative opportunities among technical agencies, academia, village apparatus, and professional associations are key to overcoming structural weaknesses. PBG also plays a critical role in disaster mitigation; buildings that followed the PBG procedures demonstrated better resistance during the 2021 earthquake. The study concludes that effective PBG implementation should focus on strengthening collaborative governance, developing locally contextual technical guidelines, and enhancing community literacy and participation. This strategy is expected to position PBG as a foundational policy for safe, legal, and disaster-resilient urban development.
