Abstract (Abstrak)
Alya Febriyanti Abdollah (E061211131), "The United Nations Security Council Strategy in Mitigating the Israel–Palestine Conflict after the Hamas Attack on Israel", under the supervision of Agussalim, S.IP., MIRAP., as a supervisor at the Department of International Relations, Faculty of Social and Political Sciences, Hasanuddin University. The escalation of the Israel–Palestine conflict after the Hamas attacks on October 7, 2023, led to an unprecedented humanitarian crisis in Gaza and drew global attention to the role of the United Nations Security Council (UNSC). This research investigates the strategies employed by the UNSC in mitigating the conflict and evaluates their effectiveness from October 7, 2023, to November 20, 2024. The study particularly focuses on the vetoed resolutions, reflecting the interplay of global power and institutional limitations within the UNSC. Using a qualitative method and document analysis, the research draws on UNSC official documents, vetoed resolutions (including S/PV.9442 and S/PV.9608), and international legal texts. It applies conflict resolution theory and liberal institutionalism as analytical frameworks to evaluate the institutional role of the UNSC and the structural barriers encountered in implementing peace measures. The findings reveal that the UNSC's strategy after Hamas attacks was limited and mostly ineffective. Key resolutions aimed at a ceasefire and humanitarian access were repeatedly blocked, mainly by the United States, highlighting how the national interests of permanent members hinder multilateral consensus. The strategies employed—such as humanitarian pauses and diplomatic efforts—failed to lead to enforceable results or stop the violence. This demonstrates the uneven power dynamics within global institutions and underscores the ongoing problem of veto power weakening collective security.
