VEREN C. Y., 2025. E061201107 "THE ROLE OF UNHCR IN RESPONDING TO VICTIMS OF GENDER-BASED VIOLENCE AGAINST FEMALE IMMIGRANTS IN INDONESIA." Supervisor I: Prof. H. Darwis, M.A, Ph.D. Supervisor II: Aswin Baharuddin, S.IP, M.A. Department of International Relations, Faculty of Social and Political Sciences, Hasanuddin University. Gender-based violence (GBV) is an increasingly pressing global issue, especially among refugee women. In Indonesia, many women immigrants are at risk of violence, with UNHCR serving as the primary agency responsible for their protection. Although Indonesia has not ratified the 1951 Convention on the Status of Refugees, UNHCR is expected to provide effective assistance. This study aims to analyze UNHCR's role in responding to GBV cases against female immigrants in Indonesia, as well as identify challenges faced in implementing protection programs. This study used a qualitative approach with data collection techniques through in-depth interviews, observation, and analysis of relevant documents. Research informants included UNHCR representatives, female immigrants who were victims of GBV, and other stakeholders. The results showed that refugee women are often exposed to risks of sexual violence, exploitation, and discrimination. UNHCR has implemented various programs, such as Engaging Men through Accountable Practice (EMAP) and Raising Awareness, to raise awareness about women's rights and empower them. However, there are still significant barriers, including social stigma, limited resources, and cultural resistance that reduce the effectiveness of interventions. While UNHCR has made efforts to address GBV against refugee women in Indonesia, the challenges require further attention. This research recommends the need for closer collaboration between UNHCR, the Indonesian government, and civil society organizations to create a safer and more supportive environment for refugee women.
