Abstract (Abstrak)
Muhtar. Analisis Penerapan Standar Nasional Indonesia (SNI) Bangunan Gedung Tahan Gempa di Kabupaten Mamuju (dibimbing oleh Adi Maulana dan Evi Aprianti) Latar Belakang. Kabupaten Mamuju sebagai ibu kota Provinsi Sulawesi Barat terletak di wilayah tektonik aktif dan memiliki potensi kegempaan tinggi, yang menuntut penerapan bangunan tahan gempa sesuai standar. Namun, masih terdapat tantangan dalam pemahaman teknis dan peran pemerintah daerah terhadap implementasi SNI konstruksi tahan gempa. Tujuan. Penelitian ini bertujuan untuk menganalisis pemahaman pemilik atau pengelola bangunan terhadap penerapan SNI bangunan tahan gempa serta peran pemerintah daerah dalam implementasinya di Kabupaten Mamuju. Metode. Penelitian ini menggunakan pendekatan kuantitatif melalui penyebaran kuesioner kepada 240 responden serta pendekatan kualitatif melalui wawancara mendalam dengan Pegawai BPBD, DPMPTSP, dan Dinas PUPR. Data dianalisis dengan Rentang Skala, Regresi Linier Berganda, dan SWOT. Hasil. Tingkat kesadaran masyarakat termasuk kategori sangat baik, sementara pemahaman teknis, keterlibatan pemerintah daerah, dan implementasi SNI berada pada kategori cukup baik. Hasil regresi menunjukkan bahwa pemahaman teknis (x₂) dan keterlibatan pemerintah daerah (x₃) berpengaruh signifikan terhadap implementasi dan sikap praktis pemilik/pengelola gedung (y), sedangkan kesadaran (x₁) tidak signifikan secara parsial. Secara simultan, ketiga variabel memberikan pengaruh signifikan dengan koefisien determinasi (r²) sebesar 0,409. Strategi IE Matrix berada pada Sel V (pertumbuhan horizontal) dan posisi SWOT berada pada kuadran IV (strategi bertahan). Kesimpulan. Pemilik atau pengelola bangunan di Kabupaten Mamuju memiliki tingkat pemahaman yang cukup baik terhadap penerapan SNI bangunan tahan gempa, dengan kesadaran yang tinggi. Hanya pemahaman teknis dan keterlibatan pemerintah daerah yang berpengaruh signifikan terhadap implementasi. Pemerintah daerah berperan penting namun perlu strategi tambahan, seperti percepatan regulasi lokal, insentif teknis, penguatan kerja sama, dan pengawasan partisipatif.. Analysis of the Implementation of the Indonesian National Standard (SNI) for Earthquake-Resistant Buildings in Mamuju Regency (Supervised by Adi Maulana and Evi Aprianti) Background. Mamuju Regency, as the capital of West Sulawesi Province, is located in an active tectonic zone with high seismic potential, requiring the implementation of earthquake-resistant building standards. However, challenges remain in terms of technical understanding and the local government’s role in enforcing SNI for earthquake-resistant construction. Aim. This study aims to analyze the understanding of building owners or managers regarding the implementation of SNI for earthquake-resistant buildings, and to assess the role of the local government in its enforcement in Mamuju Regency. Method. A quantitative approach was carried out through a questionnaire involving 240 respondents, and a qualitative approach was conducted through in-depth interviews with staff from BPBD, DPMPTSP, and the Public Works and Spatial Planning Agency (PUPR). Data were analyzed using Scale Range, Multiple Linear Regression, and SWOT analysis. Result. Public awareness was categorized as very good, while technical understanding, local government involvement, and SNI implementation were categorized as fairly good. Regression analysis showed that technical understanding (x₂) and local government involvement (x₃) had a significant effect on the implementation and practical attitude of building owners/managers (y), while awareness (x₁) had no significant partial effect. Simultaneously, the three variables had a significant influence with a determination coefficient (r²) of 0.409. The IE Matrix strategy was positioned in Cell V (horizontal growth), and the SWOT position was in Quadrant IV (defensive strategy). Conclusion. Building owners or managers in Mamuju Regency have a fairly good understanding of SNI implementation, supported by high awareness. However, only technical understanding and local government involvement significantly influence implementation. The local government plays a crucial role, yet needs to strengthen its efforts through accelerated local regulations, technical incentives, inter-agency cooperation, and community-based supervision.
