ABSTRACT
ASMIATI AMSAL. The Implementation of Supervision of Traditional
Medicine Containing Chemical Substance in the Effort to Protect the
Community (Supervised by Aminuddin Salle and H. M. Arfin Hamid)
This study aims to find out the legal substance and the
implementation of supervision of traditional medicine containing chemical
substance in Makassar city; and the factors that affect the implementation.
This research was conducted as an empirical normative study
with descriptive qualitative method. The respondents were five officers of
the Centre of Medicine and Food Supervision. They were the Head of
Inspection and Investigation Department, the Head of Inspection SubDepartment, the Head of Consumer Information Service Sub-Department,
two staff members, and 30 community members.
The results reveal that there has been sufficient regulation on the
supervision and sanctions in relation with distribution of traditional
medicines containing chemical substance or medicines that do not fulfil the
requirements. However, it is necessary to have clearer regulation about
the implementation, including the regulation about task and authority
distribution among related parties. The implementation, including the

implementation of supervision has not been effective due to several
obstacles from the Centre of Medicine and Food Monitoring, and
community members. Some factors that become the obstacles are: limited
number of human resources (supervisory personnel) at the Centre of
Medicine and Food Supervision in Makassar, lack of knowledge of
community members about traditional medicines containing chemical
substance or medicines that do not fulfil the requirements, and lack of
active participation in the community in the implementation of supervision.
