Skripsi ini terinspirasi oleh dinamika ekonomi politik internasional kontemporer dimana krisis iklim dan dorongan untuk mendominasi industri hijau telah mendorong persaingan kebijakan proteksionisme global. Penelitian membahas mengenai strategi kebijakan Uni Eropa untuk meningkatkan daya saing industri hijau domestiknya melalui kebijakan Green Deal Industrial Plan (GDIP) sekaligus untuk meredakan dampak negatif dari Inflation Reduction Act milik Amerika Serikat. Uni Eropa mengimplementasikan serangkaian strategi ekonomi yang berfokus kepada reformasi kebijakan subsidi, penyederhanaan regulasi, dan penguatan rantai pasok global untuk mewujudkan industri hijau yang kompetitif. Penelitian ini bertujuan untuk mengeksplorasi bagaimana dampak dari kebijakan subsidi hijau Uni Eropa terhadap hubungan ekonomi dengan Amerika Serikat. Penulis menggunakan metode kualitatif deksriptif serta menggunakan konsep proteksionisme hijau, konsep subsidy race, dan konsep global value chain. Penelitian ini menunjukkan bahwa strategi subsidi Uni Eropa berhasil memberikan dampak signifikan dalam pengembangan industri hijaunya dan menahan “eksodus” perusahaan-perusahaan dari Uni Eropa ke Amerika Serikat. Selain itu, Uni Eropa dan Amerika Serikat berhasil menyelesaikan perselisihan mereka mengenai subsidi hijau melalui pendekatan negosiasi forum bilateral dan bukan melalui mekanisme WTO.A. This thesis is inspired by the dynamics of contemporary international political economy, where the climate crisis and the drive to dominate the green industry have fueled competition in global protectionist policies. The research discusses the European Union’s policy strategies to strengthen the competitiveness of its domestic green industry through the Green Deal Industrial Plan (GDIP), while simultaneously mitigating the negative impacts of the United States’ Inflation Reduction Act. The European Union has implemented a series of economic strategies focused on subsidy policy reforms, regulatory simplification, and strengthening global supply chains to realize a competitive green industry. This study aims to explore the impact of the European Union’s green subsidy policy on its economic relations with the United States. The author employs a descriptive qualitative method, utilizing the concepts of green protectionism, subsidy race, and global value chains. The findings show that the EU’s subsidy strategies have had a significant effect in fostering the development of its green industry and preventing the “exodus” of companies from the EU to the United States. Moreover, the EU and the US successfully resolved their disputes over green subsidies through bilateral negotiation forums rather than the WTO mechanism.
