Abstract (Abstrak)

EDY WALUYO, Analisis Faktor-Faktor yang Mempengaruhi Efektivitas Implementasi Contractors Safety Management System (CSMS) Terhadap Kinerja K3 Kontraktor pada Proyek Konstruksi Platform dan Jacket Migas PT. X, Kabupaten Bintan, Kepulauan Riau (Dibimbing oleh Atjo Wahyu dan Lalu Muhammad Saleh). Latar Belakang. EDY WALUYO, Analysis of Factors Influencing the Effectiveness of Contractors Safety Management System (CSMS) Implementation On Contractors’ OHS Performance in Oil and Gas Platform and Jacket Projects at PT. X, Bintan Regency, Riau Islands Province (Supervises by Atjo Wahyu and Lalu Muhammad Saleh). Background. Construction of offshore platform and jacket structures is a high-risk activity that requires an integrated safety management system. The Contractors Safety Management System (CSMS) functions to ensure that all contractors comply with the safety standards established by the main company. Aim. This study analyzes the factors that influence the effectiveness of CSMS implementation and examines both direct and indirect effects on contractors’ OHS performance in the Platform and Jacket Construction Project of PT. X in Bintan Regency. Methods. This research employed a quantitative cross-sectional design. A total of 185 workers were selected through proportionate stratified random sampling. Data were analyzed using AMOS-based path analysis. Results. At a 95% confidence level (CI = 0.05), safety culture had a significant effect on CSMS effectiveness (p = 0.022 < 0.05), but did not have a significant effect on contractors’ OHS performance (p = 0.050 ≥ 0.05) and showed a non-significant indirect effect of 0.050. Safety behavior significantly affected CSMS effectiveness (p = 0.000 < 0.05), but did not significantly affect OHS performance (p = 0.087 > 0.05), with a non-significant indirect effect of 0.076. Work conditions had a significant effect on CSMS effectiveness (p = 0.007 < 0.05), but did not significantly affect OHS performance (p = 0.724 > 0.05), with a non-significant indirect effect of 0.059. Resources did not significantly affect CSMS effectiveness (p = 0.280 > 0.05), but had a significant effect on OHS performance (p = 0.000 < 0.05), with a non-significant indirect effect of 0.024. Safety communication significantly affected CSMS effectiveness (p = 0.000 < 0.05) and OHS performance (p = 0.003 < 0.05); however, its indirect effect through CSMS was not significant (0.095). Safety training did not significantly affect CSMS effectiveness (p = 0.410 > 0.05), but had a significant effect on OHS performance (p = 0.003 < 0.05), with a non-significant indirect effect of 0.019. The effectiveness of CSMS implementation had the strongest and most significant effect on OHS performance (estimate = 0.559; p = 0.000 < 0.05). Conclusion. The effectiveness of CSMS implementation is the key determinant in improving contractors’ OHS performance. Enhancing safety culture, safe behaviors, communication practices, resource support, and training quality is essential to strengthen safety performance in high-risk oil and gas construction projects.
