Abstract (Abstrak)

Riski Ramadani, Analisis Agile Governance pada Whistleblowing System di Kabupaten Gowa. (dibimbing oleh Gita Susanti) Whistleblowing System (WBS) merupakan mekanisme pengaduan yang disediakan pemerintah daerah untuk menampung laporan dugaan pelanggaran, maladministrasi, dan penyalahgunaan wewenang dalam penyelenggaraan pemerintahan. Penelitian ini bertujuan untuk menganalisis penyelenggaraan WBS di Kabupaten Gowa dengan menggunakan konsep Agile Governance yang diukur melalui enam prinsip, yaitu good enough governance, business-driven, human focused, based on quick wins, systematic and adaptive approach, serta simple design and continuous refinement. Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data melalui wawancara kepada pemangku kepentingan terkait, telaah dokumen kebijakan dan SOP, serta observasi terhadap sistem WBS. Hasil penelitian menunjukkan bahwa penyelenggaraan WBS di Kabupaten Gowa telah menunjukkan upaya penerapan prinsip agile governance, khususnya dalam penyediaan kanal pelaporan berbasis digital, pemanfaatan mekanisme pengaduan yang telah ada, serta dukungan kapasitas sumber daya manusia Inspektorat. Namun demikian, implementasi WBS belum sepenuhnya optimal karena masih menghadapi tantangan berupa belum kuatnya regulasi khusus, belum terbentuknya struktur pengelola WBS secara definitif, keterbatasan integrasi sistem dengan mekanisme kerja internal, serta belum optimalnya pemanfaatan WBS oleh masyarakat. Berdasarkan analisis prinsip good enough governance, penyelenggaraan WBS masih bersifat adaptif dan kontekstual dengan memanfaatkan SOP dan kapasitas organisasi yang tersedia sambil menunggu penguatan kelembagaan. Oleh karena itu, penelitian ini merekomendasikan penguatan regulasi secara bertahap, penataan peran pengelola WBS, peningkatan integrasi sistem, serta penguatan sosialisasi kepada publik agar WBS dapat dijalankan secara lebih efektif, akuntabel, dan berorientasi pada pelayanan publik sesuai prinsip agile governance. (supervised by Gita Susanti) The Whistleblowing System (WBS) is a complaint-handling mechanism provided by local governments to accommodate reports of alleged violations, maladministration, and abuse of authority in public administration. This study aims to analyze the implementation of the WBS in Gowa Regency using the Agile Governance concept, which is assessed through six principles: good enough governance, business-driven, human-focused, based on quick wins, systematic and adaptive approach, and simple design and continuous refinement. A qualitative research method was employed, with data collected through interviews with relevant stakeholders, analysis of policy documents and standard operating procedures (SOPs), and observation of the WBS system. The findings indicate that the implementation of the WBS in Gowa Regency has demonstrated efforts to apply agile governance principles, particularly through the provision of digital-based reporting channels, the utilization of existing complaint-handling mechanisms, and the support of adequate human resource capacity within the Inspectorate. However, the implementation has not yet been fully optimal, as it still faces challenges such as the lack of strong specific regulations, the absence of a formally established WBS management structure, limited system integration with internal work mechanisms, and the suboptimal utilization of the WBS by the public. Based on the analysis of the good enough governance principle, the implementation of the WBS remains adaptive and contextual by leveraging existing SOPs and organizational capacity while awaiting institutional strengthening. Therefore, this study recommends gradual regulatory reinforcement, clarification of the roles of WBS administrators, improvement of system integration, and enhanced public outreach to ensure that the WBS can be implemented more effectively, accountably, and in a public service–oriented manner in line with agile governance principles.
