Abstract (Abstrak)

Poverty remains a crucial development issue despite economic growth. Ineffective government spending, private investment inequality, and low human resource quality cause the transmission of growth to poverty reduction to be suboptimal. An empirical analysis of the interaction of these three factors through labor absorption and economic growth is needed. This study aims to analyze the impact of government spending, private investment, and human resource quality on poverty, both directly and through labor absorption and economic growth. This study tests causal mechanisms to identify the main determinants of poverty and strengthen the formulation of inclusive development policies. The study uses a quantitative approach based on panel data from 33 provinces with Path Analysis to examine the direct and indirect effects of fiscal variables, investment, and human capital quality on poverty through labor absorption and economic growth in a structural equation model. The study concludes that government spending, private investment, and human resource quality play a significant role in reducing poverty through economic growth and employment, with effectiveness influenced by the quality of public spending, investment distribution, and equitable human development.
