Abstract (Abstrak)

Aisyiah Putri Haris (E061221113), “Climate Diplomacy As A Conflict Prevention Tool: An Analysis Of International Responses To Resource Tensions Resulting From Climate Change In The Sahel,” under the guidance of Muh. Nasir Badu, S.Sos, M.Hum, P.hD, as the lecturer supervisor at International Relations Department, Faculty of Social and Political Science, Hasanuddin University. Climate change has become a non-traditional threat that not only impacts the environment but also exacerbates social tensions and resource-based conflicts, particularly in Africa's Sahel region. This region is experiencing a multidimensional crisis of extreme drought, land degradation, water scarcity, and increasing conflict between farming and pastoralist groups. In this context, climate diplomacy has emerged as a strategic approach to conflict prevention through cross-border cooperation, strengthening international policy frameworks, and engaging state and non-state actors. This research aims to analyze the role of climate diplomacy as a conflict prevention instrument in the Sahel region, identify and evaluate the international community's response, and assess the effectiveness of climate diplomacy in reducing resource-based conflicts. This research uses a qualitative descriptive-explanatory approach with a case study method. Data were collected through literature review, document analysis, and semi-structured interviews with representatives of West African embassies, Nigeria, and Sudan in Indonesia. Data analysis was conducted using content analysis techniques within the theoretical frameworks of Environmental Security and Constructivism. The research findings indicate that climate diplomacy contributes to reducing conflict intensity by enhancing regional cooperation, integrating climate issues into security policies, and strengthening the adaptive capacity of local communities. However, its effectiveness is hampered by weak coordination between regional institutions, limited long-term funding, and minimal grassroots participation. This study concludes that climate diplomacy can only function optimally as a conflict prevention mechanism if accompanied by governance reform, strengthening regional institutions, and a participatory approach that sustainably engages local communities.
