Abstract (Abstrak)
This thesis was motivated by the increasing trend of Chinese investment in Indonesia, particularly in the field of infrastructure investment. Chinese investment in Indonesia is driven by the Belt and Road Initiative (BRI), which was initially known as One Belt One Road (OBOR). When the BRI entered Indonesia, Indonesia also had a strong motivation to improve infrastructure development. The Chinese government's strategy entered Indonesia through the BRI and supported the development of many infrastructure agendas in Indonesia through investment. This study aims to explore the strategies employed by China to increase its infrastructure investment in Indonesia. The study is limited to the period from 2013 to 2023, with case studies on the construction of the Jakarta-Bandung High-speed rail by PT Kereta Cepat Indonesia China (KCIC) and the development of an industrial park by PT Indonesia Morowali Industrial Park (IMIP). This study employs a descriptive method, where data is obtained through interviews with informants from various background. The literature review in this study includes the exploration and analysis of various scientific sources, such as journals, articles, books, websites, and previous research findings relevant to the topic of this thesis. This study then shows that China's strategy to enter Indonesia utilizes the Foreign Direct Investment (FDI) scheme, combining joint ventures through private companies and State-Owned Enterprises (SOEs) from China. This study also identified opportunities that China has capitalized on for investment in Indonesia, as well as several challenges faced during the construction of high-speed rail infrastructure and industrial park. Therefore, this study not only highlights China's strategies but also opens up space for evaluating the opportunities and challenges faced by China, particularly in enhancing infrastructure investment in Indonesia.
