Dengan diterbitkannya Peraturan Menteri Kesehatan (PMK) nomor 24 tahun 2022 tentang Rekam Medis. Pelayanan kesehatan termasuk praktik mandiri secara langsung diberikan kewajiban untuk menyelenggarakan Rekam Medis Elektronik. Rekam medis elektronik yaitu rekam medis yang tersimpan secara elektronik yang isinya meliputi data personal, data demografis, data sosial, data klinis selama proses pelayanan dari berbagai sumber data. Rekam medis elektronik memudahkan untuk memperoleh informasi yang cepat, tepat dan akurat demi meningkatkan kualitas pelayanan kesehatan dalam pendaftaran rawat jalan. Tujuan. Penelitian ini bertujuan untuk mengetahui aplikasi rekam medis elektronik berbasis offline sebagai alternatif pada praktik dokter gigi. Metode. Penelitian ini menggunakan metode penelitian Design and Development. Jenis penelitian ini melalui proses desain, pengembangan dan evaluasi dengan tujuan untuk membentuk dasar empiris untuk menciptakan aplikasi atau meningkatkan model aplikasi yang mengatur perkembangannya. Dengan menggunakan teknik pengumpulan data melalui sumber primer berupa observasi, wawancara, dan dokumentasi. Dan untuk sumber sekunder berupa data – data yang diperoleh guna melengkapi hasil penelitan. Hasil. Kesimpulan. Penelitian ini menunjukkan bahwa aplikasi rekam medis elektronik berbasis offline merupakan alternatif yang efektif untuk digunakan di lima praktik dokter gigi di Kabupaten Barru. Berdasarkan kuesioner yang disebarkan, mayoritas pengguna menyatakan bahwa aplikasi ini mudah digunakan, berkat antarmuka yang intuitif dan sederhana. Dan aplikasi ini bermanfaat dalam meningkatkan efisiensi pengelolaan data pasien, mempercepat pencatatan medis, dan meminimalkan risiko kehilangan data. Electronic medical records are medical records stored electronically, the contents of which include personal data, demographic data, social data, clinical data during the service process from various data sources. Electronic medical records make it easy to obtain fast, precise and accurate information in order to improve the quality of health services in outpatient registration. Objective. This study aims to determine the application of offline-based electronic medical records as an alternative to dental practice. Method. This study uses the Design and Development research method. This type of research goes through the design, development and evaluation process with the aim of forming an empirical basis for creating applications or improving application models that regulate their development. By using data collection techniques through primary sources in the form of observation, interviews, and documentation. And for secondary sources in the form of data obtained to complete the research results. Results. The results of the application test show that this offline-based electronic medical record application is able to meet the operational needs of dental practices. This application is designed to work without an internet connection, but still allows periodic data synchronization if a connection is available. Thus, users can access and update patient data at any time without being disturbed by connectivity problems. Conclusion. This study shows that the offline-based electronic medical record application is an effective alternative for use in five dental practices in Barru Regency. Based on the questionnaire distributed, the majority of users stated that this application is easy to use, thanks to its intuitive and simple interface. And this application is useful in increasing the efficiency of patient data management, accelerating medical recording, and minimizing the risk of data loss.
