ABSTRAK SENNAHATI. Transformasi Digital pada Dinas Komunikasi Informatika Statistik dan Persandian Provinsi Sulawesi Selatan dalam Peningkatan Kinerja (dibimbing oleh Muh. Farid, Sudirman Karnay, dan Andi Alimuddin Unde). Memasuki dunia informasi global yang mengedepankan penggunaan aplikasi berbasis teknologi informasi dan komunikasi, pemerintah dituntut untuk aktif mengadaptasi dan memfasilitasi proses akselerasi penggunaan teknologi informasi dan komunikasi (TIK) di segala sektor. Menyikapi hal tersebut pemerintah melalui Peraturan Presiden Nomor 95 Tahun 2018 tentang SPBE dan Peraturan Gubernur Sulawesi Selatan Nomor 26 Tahun 2020 tentang Penyelenggaraan Teknologi Informasi dan Komunikasi Lingkup Pemerintah Daerah Provinsi Sulawesi Selatan melakukan intervensi penyelenggaraan pemerintahan berbasis teknologi informasi dan komunikasi guna menciptakan transparansi dan akuntabilitas organisasi pemerintah. Penelitian ini bertujuan menganalisis implementasi transformasi digital pada Dinas Komunikasi Informatika Statistik dan Persandian Provinsi Sulawesi Selatan dalam peningkatan kinerja; peranan transformasi digital pada Dinas Komunikasi Informatika Statistik dan Persandian Provinsi Sulawesi Selatan dalam peningkatan kinerja; dan faktor-faktor yang menjadi penghambat dan pendukung transformasi digital pada Dinas Komunikasi Informatika Statistik dan Persandian Provinsi Sulawesi Selatan dalam peningkatan kinerja. Penelitian ini merupakan penelitian kualitatif dengan pendekatan fenomenologi. Teknik pengumpulan data yang digunakan, yakni observasi, wawancara, dan dokumentasi. Teknik analisis data yang digunakan adalah analisis deskriptif kualitatif. Hasil penelitian menunjukkan bahwa (1) Pemerintah Provinsi Sulawesi Selatan benar-benar telah bertransformasi yang dibuktikan dengan nilai indeks sistem pemerintahan berbasis elektronik (SPBE) tahun 2023 berada di angka 3,09 dengan kategori baik; (2) transformasi digital pada Dinas Komunikasi Informatika Statistik dan Persandian Provinsi Sulawesi Selatan terbukti dapat meningkatkan kinerja organisasi yang dibuktikan dengan sasaran strategis pada bidang masing-masing yang semakin meningkat dari tahun ke tahun; dan (3) faktor pendukung yang paling utama adalah kinerja dari seluruh stakholder Dinas Komunikasi Informatika Statistik dan Persandian Provinsi yang produktif, sebab tepat dalam menentukan indikator serta target melalui perencanaan program, kegiatan, dan subkegiatan, serta faktor penghambat adalah proses integrasi tidak mudah, sebab tidak semua aplikasi dapat diintegrasikan karena harus disesuaikan dengan application programming interface (API). Digital Transformation of the Information Communication Service of Statistics and Coding of South Sulawesi Province in Performance Improvement (supervised by Muh. Farid, Sudirman Karnay, and Andi Alimuddin Unde) Entering the world of global information which prioritizes the use of information and communication technology-based applications, the government is required to actively adapt and facilitate the process of accelerating the use of information and communication technology (ICT) in all sectors. In response to this, the 2018 concerning government, through Presidential Regulation Number 95 SPBE and South Sulawesi Governor's Regulation Number 26 of 2020 concerning the Implementation of the Information and Communication Technology within the Regional Government of South Sulawesi Province, has intervened in the administration of government based on information and communication of accountability government technology to create transparency and organizations. This research aims to analyze the implementation of digital transformation of the Information Communication Service of Statistics and Coding of South Sulawesi Province in improving performance, the role of digital transformation of the Information Communication Service of Statistics and Coding of South Sulawesi Province in improving performance, and the factors that inhibit and support digital transformation of the Information Communication Service of Statistics and Coding of South Sulawesi Province in performance improvement. This research was a qualitative study with a phenomenological approach. The data collection techniques used were observation, interviews, and documentation. The data analysis technique used was qualitative descriptive analysis. The research results show that (1) the government of South Sulawesi Provincial has truly transformed, as proven by the 2023 electronic-based government system (SPBE) index value of 3.09 in the good category; (2) digital transformation of the Information Communication Service of Statistics and Coding of South Sulawesi Province has been proven to be able to improve organizational performance as evidenced by the strategic targets in each field which are increasing from year to year, and (3) the most important supporting factor is the performance of all stakeholders of the Information Communication Service of Statistics and Coding of South Sulawesi Province which is productive because it is appropriate in determining indicators and targets through planning programs, activities, and sub-activities. The inhibiting factor is that the integration process is not easy because not all applications can be integrated as it must be adapted to API (Application Programming Interface).
