PARTISIPASI MASYARAKAT DALAM PENGEMBANGAN PARIWISATA DI KABUPATEN POLEWALI MANDAR

The research aims at investigating and analysing: the community participation based on people's authority level in the tourism object development, the community participation based on the people's participation level in the tourism object development, and the community's participation based on the non-participation level in the tourism object development at Polewali Mandar Regency.
The research used the qualitative approach. Data were collected using the interviews with the informants consisting of various community levels, observations during the research was being conducted and after the research had been conducted in the field, and documentations (Miles, Huberman in Saidana, 2014: 14). The observations were conducted to obtain the community participation data which were supported by the library and documentary studies. The data were analysed using the qualitative analysis.
The research result indicates that: The community, based on the people's authority level in the tourism object development at Polewali Mandar Regency, plays a very important role in the tourism development of Kalibiru, while the local government does not have much role in the tourism development of Kalibiru. The rural community based on the pseudo participation level in the tourism object development carries out the activities in the tourism development of Kalbiru, the local government always conducts the socialisation activities about the tourism development, but the rural community plays an important role in carrying out the tourism development of Kalibiru. Based on the non-participation level, the community has the enthusiasm in the tourism object development, whereas the local government does not have much initiative in the tourism development of Kalibiru at Polewali Mandar Regency
