Penelitian ini bertujuan untuk menguji efektivitas fungsi pengawasan DPRD Kota Makassar terhadap kinerja Pemerintah Kota Makassar sebagai variable aspek idealnya sebuah penyelenggaraan pemerintahan daerah. Penelitian ini dilakukan di DPRD Kota Makassar dan Pemerintah Kota Makassar.
Penelitian ini adalah penelitian empiris. Data yang digunakan adalah data primer, yang dikumpulkan melalui wawancara dengan perwakilan responden dari DPRD dan Pemerintah Kota Makassar. Data yang diperoleh diinventarisasi secara sistematis berdasarkan materi muatan dengan pendekatan konseptual, selanjutnya dianalisis secara kualitatif.
Hasil penelitian ini menunjukkan substansi Fungsi Pengawasan DPRD di Kota Makassar berjalan dengan proses penganggaran, legislasi, dan pengawasan penegakan peraturan daerah. Mekanisme pelaksanaannya dengan monitoring evaluasi dan serapan aspirasi masyarakat. Kendala terdapat pada tidak semua rekomendasi DPRD dilaksanakan oleh Pemerintah Kota Makassar. Permasalahan terdapat pada ketegasan sumber daya manusia di DPRD Kota Makassar.

ABSTRACT

This study aimed to examine the effectiveness of the supervisory function of the Regional House of Representatives of Makassar City on the performance of the Makassar City Government as an ideal variable aspect of regional government administration. This research was conducted at the Regional House Representatives of Makassar City and the Makassar City Government.
This research was empirical. The primary data was collected through interviews with respondents' representatives from the Regional House of Representatives and Makassar City Government. The data obtained were systematically inventoried based on content material using a conceptual approach and then analyzed qualitatively.
The study results indicate that the substance of the supervision function of the Regional House of Representatives in Makassar City runs with the process of budgeting, legislation, and supervising the enforcement of regional regulations. The implementation mechanism is monitoring the evaluation and uptake of community aspirations. The obstacle is that not all Regional House of Representatives recommendations are implemented by the Makassar City Government. The problem lies in the firmness of human resources in the Regional House of Representatives of Makassar City.
