ABSTRAK
JEMI PABISANGAN TAHIRS. Pengaruh Komitmen Kepemimpinan, Human Capital dan Budaya Kerja terhadap Kinerja Birokrasi Melalui Good Governance Pemerintah Daerah di Provinsi Sulawesi Selatan (dibimbing oleh Siti Haerani, Muh. Idrus Taba, dan Fauziah Umar).
Penelitian ini bertujuan mengetahui pengaruh komitmen kepemimpinan, human capital dan budaya kerja terhadap kinerja birokrasi melalui good governance pemerintah daerah di Provinsi Sulawesi Selatan. Pengambilan sampel menggunakan metode simple proporsional random sampling karena populasi dan kajian penelitian ini tidak menghendaki dilakukannya stratifikasi terhadap populasi. Adapun sampel sebesar 315 orang Aparatur Sipil Negara (ASN) diambil dari beberapa SKPD (bidang pendidikan, bidang kesehatan, bidang pekerjaan umum dan penataan ruang, bidang perumahan rakyat dan kawasan permukiman, bidang ketentraman, ketertiban umum dan perlindungan masyarakat, dan bidang sosial) di lima kota/kabupaten di Sulawesi Selatan (Makassar, Pare-pare, Soppeng, Tana Toraja dan Selayar). Pengujian hipotesis dengan menggunakan pendekatan structural equation model (SEM) Amos. Hasil penelitian menunjukkan bahwa Komitmen kepemimpinan berpengaruh positif dan signifikan terhadap kinerja birokrasi melalui good governance pada Pemerintah daerah di Provinsi Sulawesi Selatan,Human capital berpengaruh positif dan signifikan terhadap kinerja birokrasi melalui good governance pada Pemerintah daerah di Provinsi Sulawesi Selatan dan Budaya kerja berpengaruh positif dan signifikan terhadap kinerja birokrasi melalui good governance pada Pemerintah daerah di Provinsi Sulawesi Selatan.
ABSTRACT
JEMI PABISANGAN TAHIRS. The Effect of Leadership Commitment, Human Capital and Work Culture on Bureaucratic Performance Through Good Governance of Local Governments in South Sulawesi Province (supervised by Siti Haerani, Muh. Idrus Taba, and Fauziah Umar).
This study aims to determine the effect of leadership commitment, human capital and work culture on bureaucratic performance through good governance of local governments in South Sulawesi Province. The Sample was determined using simple proportional random sampling method because the population and research studies do not require stratification of the population. The sample consisted of 315 State Civil Apparatus (ASN) taken from several SKPDS (education sector, health sector, public works and spatial planning, public housing and residential areas, peace, public order and community protection, and social sector) in five cities/regencies in South Sulawesi involving Makassar, Pare-pare, Soppeng, Tana Toraja and Selayar). Hypothesis testing using the Amos structural equation model (SEM) approach. The results showed that leadership commitment has a positive and significant effect on bureaucratic performance through good governance in local governments in South Sulawesi Province, human capital has a positive and significant effect on bureaucratic performance through good governance in local governments in South Sulawesi Province and work culture has a positive and significant effect on bureaucratic performance through good governance in local governments in South Sulawesi Province.
