Abstract (Abstrak)

Muhammad Al-Mu'min Muchlis (E11114301), entitled "The Role Of
Democracic Volunteers in Increasing Voter Participation in Makassar
City Voters in 2019". Supervised by M Basyir Syam as supervisor I
and Andi Naharuddin as Advisor II
Volunteer Democracy is a social movement intended to increase
the participation and quality of voters in exercising their voting rights. This
program involves the broadest participation of the community where they
are placed as the vanguard of democracy for their community. Volunteer
Democracy is a partner of the General Election Commission (KPU) in
carrying out the socialization agenda and voter education. This
Democracy Volunteer Program appears against the backdrop of inflation
of voting quality until a phenomenon of decreased voter participation
occurs. In 2019 the moment of simultaneous elections was first held in
Indonesia and the Volunteer Democracy was present with 55 people
formed into 11 bases namely voter bases, youth, community, religion,
women, marginal, disabled, special needs, netizens, families, and
Democracy Volunteer base.
This research aims to describe and analyze the role of democratic
volunteers in increasing voter participation in Makassar City in 2019. The
author also conducts case study research on the basis of qualitative
research. Data is collected by interviewing informants who are considered
to understand the role of Volunteer Democracy, and complete it with some
written references such as books, internet, journals, and others.
The results of this study illustrate the role of Democratic Volunteers
in increasing voter participation in Makassar City which is considered
effective because it directly targets voter groups that are considered
apathetic and have limited space to get electoral information. In addition to
an increase in the 75.3% participation rate in Makassar City, the Volunteer
Democracy was also able to change the attitude of the people who were
initially apathetic to being participatory as well as convincing the public to
trust the organizers of the election.
