IMPLEMENTASI KEBIJAKAN PEMERINTAH DAERAH DALAM PENCEGAHAN PENYEBARAN CORONA VIRUS DISEASE 19 DI KABUPATEN GOWA

ABSTRAK

Muh. Zulkarnain, E012181002, Implementasi Kebijakan Pemerintah Daerah dalam Pencegahan Penyebaran Corona Virus Disease 19 di Kabupaten Gowa, dan (dibimbing oleh Rabina Yunus sebagai Pembimbing I dan Andi Lukman Irwan sebagai pembimbing II).
Penelitian ini bertujuan untuk menganalisis penerapan kebijakan penanganan Covid-19 melalui Protokol Kesehatan dan Vaksinasi di Kabupaten Gowa dilihat dari aspek Komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi.
Penelitian ini dilakukan di Kabupaten Gowa dengan responden penelitian ini adalah Pemerintah Daerah dengan fokus kepada Satgas Covid-19, tenaga medis dan masyarakat.. Teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Metode penilitian yang digunakan adalah metode kualitatif yang memberikan gambaran faktual mengenai implementasi kebijakan penanganan Covi-19 di Kabupaten Gowa.
Hasil penelitian menunjukkan bahwa dalam penerapan protocol kesehatan di Kabupaten Gowa ditinjau dari (1) aspek komunikasi: sosialiasi aturan protokol kesehatan dengan pendekatan pemerintah-menyeluruh dengan melibatkan seluruh stakeholder terkait terutama Satgas Covid-19 dengan menggunakan media interaktif dan non interaktif. (2) aspek sumber daya, dalam penerapan protocol kesehatan yang mempunyai kewenangan adalah Satgas Covid-19, dukungan anggaran yang berasal dari refocusing anggaran APBD, dan sarana kesehatan yang cukup memadai. (3) aspek Disposisi, dalam membentuk sikap pelaksana yang pro aktif terhadap pelaksana kebijakan, strategi yang dilakukan adalah koordinasi stakeholder terkait menyamakan persepsi sebelum turun kelapangan, (4) Struktur Birokrasi, SOP dalam protocol kesehatan mengalami peningkatan dari evaluasi kebijakan sebelumnya, satgas covid yang didalamnya terdiri dari beberapa skpd dan stakeholder terkait tentunya membutuhkan koordinasi yang intensif. Upaya Vaksinas di Kabupaten Gowa ditinjau dari (1) aspek komunikasi, sosialisasi dan pelaksanaan secara door to door merupakan pendekatan yang paling efektif di Kabupaten Gowa. (2) aspek sumber daya, Tenaga Kesehatan menjadi leading sector dalam pelaksanaannya, ketersediaan vaksin yang memadai, dan adanya insetif bagi tim vaksinator. (3) Disposisi, tim medis diberikan pembekalan sebelum melakukan vaksinasi serta adanya insentif vaksinator. (4) Struktur Birokrasi, adanya perpres no. 14 tahun 2021 dimana didalamnya sanksi bagi mereka yang menolak vaksinasi. Tenaga Kesehatan yang menjadi sector sentralnya sehingga Koordinasi dalam pelaksanaannya kurang intensif.

ABSTRACT

This study aims to analyze the implementation of the Covid-19 handling policy through the Health and Vaccination Protocol in Gowa Regency in terms of Communication, Resources, Disposition and Bureaucratic Structure aspects.
This research was conducted in Gowa Regency with the respondents of this research being the Regional Government with a focus on the Covid-19 Task Force, medical personnel and the community. Data collection techniques were through interviews, observation, and study documentation. The research method used is a qualitative method that provides a factual description of the implementation of the Covid-19 handling policy in Gowa Regency.
The results showed that the implementation of health protocols in Gowa Regency was viewed from (1) communication aspects: socialization of health protocol rules with a government-wide approach by involving all relevant stakeholders, especially the Covid-19 Task Force by using interactive and non-interactive media. (2) the resource aspect, in the application of health protocols that have the authority are the Covid-19 Task Force, budget support from refocusing the APBD budget, and adequate health facilities. (3) Disposition aspect, in the attitude of implementing pro-active policy implementers, the strategy carried out is to form stakeholder coordination regarding perceptions before going out into the field, (4) Bureaucratic structure, SOPs in health protocols have increased from the previous policy evaluation, the previous Covid task force it consists of several skpd and related stakeholders of course requires intensive coordination. Vaccination efforts in Gowa Regency in terms of (1) communication, socialization and door to door implementation are the most effective approaches in Gowa Regency. (2) the aspect of resources, Health Workers are the leading sector in its implementation, the availability of sufficient vaccines, and incentives for the vaccinator team. (3) Disposition, the medical team is given briefing before vaccinating as well as incentives for vaccinators. (4) Bureaucratic structure, the existence of Presidential Decree no. 14 of 2021 which includes sanctions for those who refuse vaccination. Health workers are the central sector so that coordination in its implementation is less intensive.
