The aim of this study for know reason delay in the determination process Regulation Regent about management finance Allocation of Village Funds (ADD) and Village Funds and describe and analyze the Policy Budget District Government Luwu 2018 and Implications Against Village Development .
This research was carried out in the District of Luwu . This type of research is qualitative. Descriptive approach with the aim of making a systematic, factual, accurate description, picture or painting of the factors, properties and relationships between the phenomena being investigated. Data were collected through in-depth interviews and literature review. Data were analyzed using theory policy , concept implication policy , concept management finance area and draft development village .
Results study show k delay in the preparation process and determination Regulation Regent about Management finance Allocation of Village Funds (ADD) and Village Funds district Luwu 2018 due to regulations center, lack synergy between stakeholders, lack of human resources who always late and often changed so that determination Regulation The regent who should be before November set but no in accordance with hope . As for Implication Lateness Regulation Regent about Management Finance Village Fund Allocation and Village Fund very impact to village in Luwu as Infrastructure in the village activity government village in To do service government , development and society .
