PENOLAKAN HASIL REKAPITULASI SUARA OLEH DPC PARTAI GERINDRA PADA PEMILIHAN UMUM TAHUN 2019 DI KABUPATEN MAROS

LUKMANUL HAKIM. Rejection Dynamics of the Results of Vote Recapitulation by the Branch Board (DPC) of Gerindra Party in 2019 General Election in Regencies (supervised by ARMIN ARSYAD and MUHAMMAD SAAD)
The aim of this research is to explain and analyze the causes of rejection of DPC of Gerindra Party on the results of vote recapitulation done by the Regency Election Commission (KPU) of Maros Regency in 2019 General Election. This research was a qualitative study with descriptive analysis type conducted in Maros Regency. The informants were determined purposively and the methods of obtaining the data were in-depth interview and library study. The data were analyzed using institutional theories, understanding on political dynamics, Ralf Dahrendrof s conflict theories, and election theories. The results of the research indicate that the reasons for rejecting the results of vote recapitulation is due to administrative violation. Gerindra Party suspects that there are many irregularities found in the use of Special Voter Lists in many Polling Place (TPS) in Pettuadae Village. For example, there are DPK voters who have been registered in other TPS and some DPK voters use Identity Card (KTP) from outside Maros Regency. The General Election Supervisory Board in its decision also states that the voting organizers at the Polling Place 005, 010, 014, and 020 of Pettuadae Village is proven to have committed administrative violations. The verdict does not have a major influence on the Branch Board of Gerindra Party because even through it has been proven that the Election Supervisory Board does not provide a revote recommendation at the polling place that has committed administrative violations, this is the basis for the rejection and also the election dispute report to the Electoral Supervisory Agency, the Election Organizer Honorary Council up to the Constitutional Court. The second cause is the alleged violation of the code of ethics committed by the Election Commissioner of Maros Regency on the basis of administrative violations happening in 2019 Election which does not carry out a re-election and is considered to have ignored the order of the results of the session in the Election Supervisory Board of Maros Regency that orders to present Special Voter Register-General Election Commission file and
Form C-7. Therefore, the Branch Board of Gerindra Party considers that the unprofessional attitude of the Election Commission Board of Maros Regency has violated the regulations of the Republic of Indonesia Election Organizer Honorary Board No. 2 of 2017 that the detriment of the Party and Legislative Candidates of the General Party in carrying out the 2019 Election.
