The village head is strictly prohibited from carrying out practical political activities from before, during, and after the pilkada stages. So that this study was conducted in order to aim to determine the factors that hinder the neutrality of the Cabbeng Village Head in the 2018 Bone Regent election. This research was carried out in Cabbeng Village, Dua Boccoe District, Bone Regency. The method used was a descriptive method with a qualitative approach. The technique used in data collection is the process of in-depth interviews with five informants as well as from other sources related to this research.
The results of the study indicate that the factors that hinder the neutrality of an Unscrupulous Village Head of Cabbeng in the contestation of the regional head election in this case the election of the Regent of Bone are influenced by several factors including the first clientalistic relationship between the village head and the Regent, second because a politician builds pattern of relations based on favorable policy programs, then thirdly, there is a personal charismatic influence of politicians on village heads.
